You can resize a drawing object in Excel by clicking and dragging its resizing handles. When you do this, the shape is anchored by the opposite resizing handle.
Clicking and dragging the bottom-right corner anchors the shape to the top-left corner.
Try holding the Ctrl key while you resize the object to anchor it by its centre point.
Now the shape is anchored by its centre point.
You can hold Ctrl + Shift while resizing a shape to anchor it to the centre point and change the width and height proportionally.
