When you add a new item to the Reports folder of a Reporting Services project in Visual Studio, like so:
Right-click the Reports folder and choose Add | New Item...
You see a list of default objects that you can create:
You can choose Report to create a blank report.
You can add a custom report to this list by placing a report file into a folder of your Visual Studio installation. The exact path will depend on the version and edition of Visual Studio you're using. Here's an example for the Community edition of Visual Studio 2022:
C:\Program Files\Microsoft Visual Studio\2022\Community\Common7\IDE\CommonExtensions\Microsoft\SSRS\ProjectItems\ReportProject
Simply place a report file with an rdl extension in the relevant folder.
I've copied an existing rdl file into the appropriate folder.
After restarting Visual Studio, you can choose your custom template when you add a new item to the Reports folder.
Double-click the template to create a new report based on it.
